New learning programme in partnership with UNU-CRIS and Asian Development Bank

The Development Office in cooperation with the United Nations University –Comparative Regional Integration Studies (UNU-CRIS) will establish a partnership with the Asian Development Bank-GMS-Phnom Penh Plan for Development Management for the organisation of a learning programme in 2011.

In the framework of the ‘Lessons from Europe Learning Programme’ an eight-day intensive programme has been designed. It provides opportunities for civil servants to better understand the impact and complexities of integration within the EU) by drawing lessons which are relevant and applicable to the Greater Mekong Sub region (GMS).

The programme is intended for senior level officials with the rank of Director General (Deputy) and above or their equivalent from the ministries of planning, finance, trade and other departments within ministries responsible for regional integration and cooperation. It is expected that 24 participants (i.e. four from each GMS country) will attend the programme.

New challenges in European Neighbourhood Policy - Preparing staff for EU – ENP related jobs

The College of Europe – Development Office (Bruges in cooperation with Natolin) was successfully awarded the EU-funded pilot project “Preparing staff for EU – ENP related jobs”.

The project will start in January 2011 and will last 3 years. All along the project, key lecturers of the College of Europe will train a maximum of 480 officials, coming from ENP countries (including Russia) on EU affairs. The participants will be relevant staff from governmental bodies (public administrations, public bodies and semi-governmental organisations, local authorities, etc.) who wish to improve their knowledge on EU-ENP affairs or to deepen their expertise. The College of Europe will be in charge of the selection of the participants.

New edition of academic journal

The 40th edition of the ‘Collegium’, the College of Europe's academic journal, is now available online.

The publication is a summary of the 10th Bruges Colloquium on International Human Rights Law (IHL) from October 2009 entitled ‘Armed Conflicts and Parties to Armed Conflicts under IHL: Confronting Legal Categories to Contemporary Realities’. It includes contributions from the Rector of the College of Europe, representatives from the International Committee of the Red Cross and other legal experts.

As in previous years, the publication has been edited by the Development Office.

Publication on e-Inclusion

‘The Economic Impact of Digital Technologies – Measuring Inclusion and Diffusion in Europe’ is the title of a publication which will soon be available at Edward Elgar Publishing. The book has been edited by Prof. Paolo Guerrieri, Prof. Sara Bentivegna and Prof. Valentina Meliciani on behalf of the College of Europe.

The writers analyse the influence of internet in everyday life, the exclusion of certain groups of digital technologies (digital divide), the economic impact of digital inclusion and diffusion and political conclusions. Their findings are based on a study on the benefits of e-Inclusion that had been conducted in the framework of an EU project managed by the Development Office.
