Support for the Establishment of the Legal Library and Documentation Centre (LLDC) at DAL and Documentation Support to DoI, Tirana, Albania
The College of Europe provided expertise in the framework of this project aimed at enhancing the capacity of Albanian institutions to process, store and efficiently diffuse EU related information. The project was carried out in two different steps, the first executed in 2002 by EEI/SOGES, and the second in 2004 by B&S Europe
Objective
The overall objective of the project was to support the Department of Approximation of Legislation (DAL) at the Ministry of Justice and the Department of Integration (DoI) at the Council of Ministers in carrying out efficiently their activities as the focal point of European Integration and Legal Approximation processes in Albania. The specific objectives of the Project were to:
- Prepare a feasibility study
- Design the modalities for the establishment and running of a Legal Library and Documentation Centre (LLDC) at DAL and a Documentation support to DoI
- Define modalities for the management of LLDC
- Define modalities for frequent updating of documentation and information of LLDC

Activities
The contribution of the College of Europe to the project consisted in the organisation and management of the following activities:
- Preparing a feasibility study and blue-print of measures and actions to be taken to establish a Legal Library and Documentation Centre (LLDC – subsequently renamed EIDC: European Information and Documentation Centre) at DAL and Documentation Support to DoI
- Defining the structure of the EIDC, including the personnel requirements
- Defining, in cooperation with DAL and DoI, the type of documentation and information needed by the EIDC
- Defining modalities to be followed in order to make available documentation and information to all stakeholders as well as the general public
- Defining facilities to enable users to have comprehensive access to the legal order of the EU, such as primary and secondary legislation, agreements and conventions, preparatory acts, case law, commentaries, etc
- Reinforcing the DAL’s and DoI`s capacity to advise and support line ministries with technical information and documentation
