The Project was set up in light of the decision taken by the EU at the “Berlin Conference” (September 2003), to involve Russia in the Bologna Process. Financed by the European Commission, TEMPUS Programme (contract JEP_25241_2004), the project has a total duration of 36 months, starting in September 2005.
The project envisages revitalising higher level training for civil servants in the Urals region by developing a new dual award Russian Federation/United Kingdom Masters in Public Administration, and 5 new short training courses, based on European standards, in support of the Russian administrative reform.
The College of Europe’s role is primarily to assist with the development of the Master of Public Administration and the 5 short training courses in Russia, by raising the awareness locally on the Bologna process and the continuing efforts at administrative reform in Russia, and by providing specific trainings and expertise in European Public Policy and standards.
