EU Training Programme for Public Servants of Bosnia and Herzegovina



The College of Europe and the Delegation of the European Commission to Bosnia and Herzegovina – on behalf of the Government of Bosnia and Herzegovina, Directorate of European Integration - signed in June 2004 a one-year contract (2004/085-000) for the provision of specialised training for BiH Civil Servants. Under the contract, the College organised the following training activities: 

3-week curriculum
A group of 17 senior and mid-management officials attended the 11th Edition of the Intensive Seminar on the European Union, which took place in the Bruges campus of the College of Europe (Belgium), from 28 June to 16 July 2004. 

The programme followed by the participants was designed by the Development Office in coordination with the DEI and approved by the EC Delegation in BiH. According to the needs and preferences they had expressed the College adjusted the general programme to offer them specific sessions and conferences on negotiation techniques and the EU policy towards the Balkans. 

During the second week of the seminar a one-day visit to Brussels was organised to give the participants an insight into the Brussels’ arena: several presentations at the European Commission - delivered by experts on the EU-Balkan relationship - were organised. Additionally, the group had the opportunity to meet and discuss with H.E. Ambassador Zdenko Martinovic at the Permanent Representation of BiH to the European Communities. 

1-year curriculum
During the academic year 2004-2005, four young graduates from BiH were selected to follow the College’s one-year Master of Arts in European Studies, in Bruges and Natolin (Warsaw). Following the successful completion of their studies, the graduates returned to their country in order to work for the BiH Department of European Integration.
