THE SCIENTIFIC COMMITTEE
Prof. Inge Govaere, Director
of European Legal Studies Department of the College of Europe
presides over a Scientific Committee currently composed of Prof.
Laurence Gormley, Prof. Dominik Hanf, Prof. Massimo Merola, Prof.
Denis Waelbroeck, and Prof. Richard Whish. All its members are
eminent specialists in the fields covered by the modules and lecture
at the College of Europe.
The role of the Scientific
Committee is to identify and recommend speakers in the programme and
to watch over its academic rigor by controlling the programming and
the evaluations of participants by the Academic Coordinator and the
Module Coordinators.

THE ACADEMIC COORDINATION
TEAM
|
The Academic
coordination team is the first-line contact for participants
and speakers. They boast a strong teaching and professional
experience in EU law and will provide guidance, tutorship,
and eventually evaluate the participants’ involvement in the
programme.
The team comprises one Academic
Coordinator, Mr Rodolphe Muņoz in charge of the overall
consistency of the programme as well as the supervision of
Module 1, plus two Module Coordinators, Mr Christophe Humpe
(Competition Law) and Mr Roland Klages (Internal Market).
They assist the Academic Coordinator for the two elective
modules. They are an element of continuity and will assure
the consistency within the programme.

MODULES STRUCTURE
Module 1 has to be
obligatory followed by all the participants enrolled in the ACLT
programme. According to their interest and affinity with the
subjects, they also have to opt for Module 2 (Internal Market)
or Module 3 (Competition law).

Module 1 consists of 4
sessions limited to a maximum of 24 attendees

Module 2 and 3 unfold
over 6 sessions. The number of participants is set to a maximum
of 12, except for the crossover sessions which allow for a
maximum of 24.

comprise a minimum of 2 four-person working groups

Top 
WEEKEND-LONG WORKING SESSION (BRUGES)
|
As of Saturday 22 October
2005, a weekend-long working session is to take place in Bruges on
the premises of the College of Europe. The two days will be
dedicated to lectures in each of the modules composing the ACLT
programme.
The idea underlying
the Bruges session is double. It first aims to give
participants the opportunity to access the rich
documentation facilities situated at the library of the
College of Europe (European Documentation Centre, wide
collections of specialised academic periodicals, doctrine
and case law journals, etc…) with a view to gathering
material for their respective paper.

Secondly, it is also the occasion
through a number of social events to create conditions for
fruitful networking opportunities amongst participants. The
weekend session starts on Friday 28 October 2005, with a
welcome dinner at an historical venue in the city centre of
Bruges. |

CROSSOVER SESSIONS
Crossover sessions allow
participants to attend additional sessions outside the module for
which they have enrolled and whenever the scheduling of the sessions
permits it. Take good note that sessions preceded by a workshop are
not open to participants registered in another module.
For instance, a participant
who has chosen to register for Module 3 on Competition Law, may
follow one or a maximum of two sessions in the
Internal Market Module on Saturday 19 November and/or Saturday 10
December (see light yellow background in table below).
Conversely, participants
enrolled in Module 2 on Internal Market may attend one or maximum
two sessions of Module 3 on Saturday 22 October and/or Saturday 26
November (see light yellow-striped background in table below)

WRITING AND PRESENTATING A PAPER
1. Choice of subjects for papers:
Participants choose a topic
consistent with the subjects covered by the modules and notify it to
the module coordinator by the 15th of October 2005.
2. Directions by Experts:
Experts lecturing in the
topic chosen may to a certain extent provide directions to the
participants who request so. However, the team of module
coordinators will constitute the main source of assistance and
counsel.
3. Exchanges with Module
Coordinators:
Throughout the duration of
the programme via the Internet platform or directly during the
planned sessions, the team of module participants will be the
first-line contact persons answering participants’ queries regarding
either practical or contents-related matters.
4. Submission and
presentation of the papers:
Deadline for handing in the
papers is set on Saturday 17 December 2005. Participants are
thereafter invited to make an oral presentation of their paper
on the 28th of January 2006.
5. Papers' format:
The papers shall not exceed
10 to 15 pages.
Guidelines for formatting
standards follow those in force at the College of Europe.
Papers shall be sent in
electronically (read-only saving option file) to the Module
Coordinators who will subsequently read and evaluate them.
6. Double marking
principle:
In accordance with the
principle of double marking, the Scientific Committee will infirm or
confirm the evaluation made by the Module Coordinators.
The final results of the
papers evaluation will be notified to the participants via the ACLT
programme web site.

ACCOMMODATION
The courses are to be hosted at a venue offering all comfort and
meeting facilities, in the vicinity of the European institutions.
The name and address of the venue will subsequently be disclosed to
registered attendees.
NB: The registration
fees cover accommodation in a 4-star hotel during the weekend-long
working session in Bruges and do not include any overnight stays
during the unfolding of the training sessions in Brussels.

FULL REGISTRATION AND ADMISSION
PROCEDURE
Application for admission is open until 15 September 2005 with a first
admission round on 22 July 2005. If by this date, the maximum number of
participants has been reached, applications arriving after the first deadline
will automatically be considered for the 2006 spring edition of the ACLT
programme. It is therefore strongly recommended to send an application at the
earliest.
To be validated, the registration form
shall be sent along with a CV and a short motivation letter. The motivation
shall emphasise the reasons for applying and the applicants’ commitment to
follow the programme. When filling in the registration form, applicants should
not forget to choose one module out of the two available elective modules.
The College of Europe reserves the right to
select participants on their professional and academic profile.

A' LA CARTE REGISTRATION
The ACLT programme structure also
allows for registration to individual sessions.
This form of registration mostly concerns
people who for any reasons cannot participate in the entire ACLT programme but
who may be interested in attending one or more sessions.
“A la carte” registration is excluded for
sessions preceded by a workshop or for the weekend-long session in Bruges and is
only possible under the condition that the number of fully registered
participants is below 24.
The registration fee for 1 single session
is 450 euro and 400 euro for subsequent sessions. The handout materials for
sessions will be provided. The use of the ACLT site is reserved for fully
registered participants. Payment should be received 2 weeks prior to the session
