EU NEGOTIATIONS IN PRACTICE

Advanced Training Course

A ONE-WEEK INTENSIVE TRAINING COURSE OPTIMISING NEGOTIATION SKILLS

European Union Member and Candidate States as well as their international counterparts have to deal with the complexities of a legal and political structure in continuous transformation. In order to be effective within this system and be able to perform strategically, acquired skills and traditionally applied procedures may have to be adapted.

 

Who Should Attend ?

The Advanded Training Course "EU Negotiations in Practice" is mainly oriented towards professionals already working within national administrations. Other experts directly dealing with or involved in the EU decision-making process will also profit from this practice-oriented programme.

Participants should have a university degree, a good command of English and at least 3 years’ relevant working experience. A maximum number of 20 applicants will be selected in order to ensure an interactive and highly participatory course.

Drafting EU documents (position papers, press releases, Council Agenda, Presidency communiqués)

Management of diplomatic activities 

- Key-note speeches and panel debate: participants will have the opportunity to meet and share experiences with prominent guest speakers, who will give insider views on current negotiation processes 

- An on-going simulation exercise stretching over 4 days, reproducing Council negotiations, and providing participants with collective and individual feedback on how they performed and personalised advice.

All sessions are delivered by a high standing training staff, including high-ranking practitioners from EU institutions and permanent representations in Brussels, as well as national top experts who negotiated the accession of their country to the European Union.


The training staff of the April 2005 session included Mr. Andris Kesteris Head of the Cabinet of Commissioner Piebalgs (Energy), David Galloway, Head of Cabinet of the Deputy Secretary General of the Council of the European Union, Mr. Paul Culley, Head of Division Agriculture, General Secretariat of the Council of the European Union, and Peter Györkös, Director General for EU Coordination, Hungary.

The registration deadline is 18th September 2005. Given the fact that the number of participants is limited, early registration is encouraged. Bookings confirmed and paid before 1 September get a reduction of 10% on the registration fee. To be validated, the registration form should be sent along with a CV. The College of Europe reserves the right to select participants on the basis of their professional and academic profiles.
