The
Intensive Seminar on the European
Union is a training programme that aims to impart a general
perspective as well as a specific understanding of EU structures and
policies. It is organised by the College of Europe and taking
place on the campus in the historical city centre of Bruges.
During the
seminar, practitioners and academics - experts coming from the
College’s network of top specialists in European affairs - guide
the participants in:

AN
INTERACTIVE EXTRANET SITE
Participants have
access to an
interactive extranet site dedicated to the Seminar. It is a very
user-friendly tool that allows the participants to download
reading materials,
exchange views in discussion fora, and keep contact with trainers
and other
participants after the Seminar. |

Participants

The participants have a relevant
university degree, a good command of English (the language
of the Seminar), and several years of working
experience.
Each year, a group of sixty to eighty
highly motivated professionals from different backgrounds
and from over 20 countries
worldwide attend the Seminar. The majority are
civil servants, but managers from private companies or NGO’s,
lawyers, and academics are also represented. |

The
“CLASSIC” formula is the well-known College of
Europe’s three-week summer training programme on the EU, with a new
skills-oriented third week.
With a broad offer
of parallel and optional courses during the three-week
programme, participants can shape
their own programme by opting for training sessions
according to their professional background, their degree of
knowledge of the EU, and their specific interests.
The
extranet site allows them to customise their programme by
selecting and registering for the sessions of their choice.
Reading materials and handouts will remain available on this
site during one year after the end of the seminar. |
The “COMPACT”
formula is a new alternative one-week programme
focusing on the EU’s latest developments. This format is
specifically designed for a limited audience (maximum: 25
participants) of
time-constrained professionals with a solid proven knowledge
on the EU.
Evening conferences and debates of the
second week of the classic programme are open to
participants of the compact seminar.
Optional extra week
Participants can choose to take part in the last week of the
three-week classic programme to work on EU-related professional
skills. This week is not only a practical complement to the
policy-oriented programme, but also an additional
opportunity to meet and share experiences and knowledge with
the other participants.

speakers will address some controversial topics through
conferences, debates and key-note speeches.
Experiencing
the EU and enhancing practical skills:
Interactive
sessions focusing on the EU practice-oriented knowledge and
professional skills represent an essential part of the
programme
Extending professional
and personal networks:
the highly international character of the Seminar, combined
with several organised social events, enables participants
to experience a truly multicultural environment and extend
their network of professional and personal contacts. |

WEEK
1 of the Seminar focuses on the
key aspects of European integration and EU's decision-making
process. Parallel sessions offer a choice between
a more introductory approach to the topics and an apporach
that builds further on the participants' existing knowledge
of the issues at hand.
The week ends with the first policy-oriented sessions,
covering several aspects of the EU's external relations.

11-15 July 2005 |
WEEK 2 starts off with a
one-day trip to Brussels,
with visits to the EU institutions and discussions with EU
officials. The programme continues with
policy- oriented sessions,
taking an analytical approach to the major EU policies, and
examining the latest legislative and reform initiatives. The
late afternoon sessions are devoted to panel discussions and
debates on the current challenges facing the EU.

The daily
programme follows five broad themes:
- Recent changes to the EU structure and its internal
workings
- State of affairs in key EU policies
- Major challenges for EU political, economic and social
integration
- The EU’s role as a global player
- EU initiatives towards increased competitiveness

18-22 July 2005 |
WEEK 3 is devoted to
practice-oriented knowledge
and professional skills; a set of simulations,
exercises and workshops aims to enhance the
participants’ ability to deal with EU affairs.

EU level, EU Council of Ministers negotiation)
- cases
studies (lobbying)

workshops involving group discussions and presentations by
the participants themselves

Facilities
Accommodation is provided in
one of the College’s Guest Residences in the historic centre of
the city of Bruges. All rooms offer 3-star comfort with the
possibility to connect laptops or notebooks to the Internet through
the College e-network.
Participants also have access to the College’s European
Documentation Centre and Library, one of the world’s largest
information centres on the EU, where they can consult the
collections, study, have full use of the computer room, and access
to a wide range of electronic information resources and facilities.

Registration
and admission procedure
The registration fee amounts
to:
€ 3.900 for the classic formula
€2.250 for the compact formula + €1.000 for the optional extra week
It covers:
- Tuition
- Accomodation in one of the
Guest Residences of the College of Europe
- Full board for the whole
duration of the seminar
- Social events during the
whole stay in Bruges
- Support material and
documentation distributed during the lectures
- Visit to the European
institutions in Brussels
- Certificate of attendance
The registration deadline is 3 June 2005. Since the
number of participants is limited, early registrations (before 1 May 2005) are encouraged, and benefit from a 10%
reduction.
To be validated, the
registration form should be sent along with a CV. When filling in
the registration form, applicants should not forget to choose
between the classic formula and the compact formula.
The College of Europe
reserves the right to select participants on the basis of their
professional and academic profiles.
Please
note that the compact formula is open to a maximum number of 25
participants. Specific
