The workshop will examine the external dimension of the EU and its role as an international actor. The course will focus on the following subjects:

  • Introduction to the core issues in EU external policies
  • Partnership between EU and national administrations in defining, developing and implementing EU decisions
  • EU External Relations: Policies and priorities
  • Common Foreign & Security Policy
  • European Security and Defence Policy
  • The EU in Multilateral Negotiations
  • Negotiating European Security and Defence Policy
  • The EU Neighbourhood Policy
  • Future EU Enlargement
  • EU Development Cooperation
  • Future Scenarios in the EU External Relations

The workshop will include interactive sessions and discussion groups led by the Course Director. Meetings will be arranged with officials at the European Commission and the European Parliament. Documentation will be prepared for workshop participants prior to the course. Please download here a copy of the programme.

Participants

The EU Policy Workshop on Foreign and Security Policies & Development Cooperation is intended for

  • Officials from EU Member States, candidate and neighbouring countries
  • Diplomats negotiating with the EU
  • Officials working for national development agencies
  • Representatives from NGOs and trade associations
  • International consultants working on EU-funded projects
  • Journalists specialised in coverage of EU affairs
  • Scholars and academics

Participants should have a good command of English, an understanding of how EU institutions work, and at least three years of relevant work experience. A maximum of 25 applicants will be selected for each EU Policy Workshop to ensure an interactive environment and encourage participation.

Registration

The registration deadline is 30 October 2005. The Application Form should be downloaded here, and sent back to Ms. Eveline Buyck by email (ebuyck@coleurop.be) or by fax (+32-50-47.73.00).

Location

The course will be based at the Madariaga Foundation, Rue Royale 87, B-1000, Brussels (“Parc” metro station). Lunch and refreshments will be provided each day, and a closing dinner will be offered on Thursday 24 November. Participants are responsible for arranging their own travel to and accommodation in Brussels. A preferential rate (€99 per night, breakfast included) has been negotiated at Hotel President Centre, at which provisional reservation is held until 30/10/2005.
